Yes. Set the open time and the list opens on its own. Before that, visitors see the opening time in their own time zone.
What stops one person from grabbing ten spots?
One entry per email address, a bot check, and limits on repeat submissions. Add a quantity question capped at one or two if you want to be explicit.
